New Student Visa Rules for Australia
On 02 October 2026, The Department of Home Affairs has published new application rules
for the Student visa (subclass 500) and Student Guardian visa (subclass 590)

2 October 2026: New Student Visa Rules in Australia

The Department of Home Affairs has published new application rules for the Student visa (subclass 500) and Student Guardian visa (subclass 590).

The changes apply to applications lodged on or after 2 October 2026 and mainly affect:

  • who can apply for a Student visa while in Australia;
  • applications for a further Student visa;
  • switching from other visas, including Working Holiday and Work and Holiday visas, to a Student visa;
  • including partners and dependent children in an application.

Applications lodged before 2 October 2026 will continue to be assessed under the rules in place when they were submitted.

What changes for Working Holiday visa holders?

From 2 October 2026, holders of:

  • the Working Holiday visa (subclass 417);
  • the Work and Holiday visa (subclass 462);

can no longer lodge a Student visa application while they are in Australia.

Anyone wishing to switch from a Working Holiday visa to a Student visa must leave Australia and lodge the application from overseas. They must also be outside Australia when the visa is granted.

The change concerns where the application can be lodged. It will still be possible to apply for a Student visa from overseas, provided all eligibility requirements are met.

A further Student visa must generally be applied for from overseas

Anyone who already holds a Student visa (subclass 500) and wants to lodge a new application as the primary student will, in most cases, need to be outside Australia:

  • when the application is lodged;
  • when the visa is granted.

The rule also applies to anyone who holds a Student visa as a dependant and later wants to apply as the primary student.

The new rules do not automatically change or cancel Student visas that have already been granted.

Some exemptions apply.

Completing your course

Students may be able to lodge their application in Australia if they need up to 12 additional months to complete their principal course with the same education provider.

The student must not have already completed the course. Where the student has a package of courses, the extension must relate to the principal course.

Progressing to a higher qualification

Students may be able to lodge a new application in Australia after completing their principal course and enrolling in a course at a higher Australian Qualifications Framework (AQF) level.

For example, progressing from a Bachelor degree to a Master degree may fall within this exemption, provided all requirements are met.

Anyone who has completed a higher education course must progress to another higher-level higher education course delivered by a higher education provider.

Moving to a course at the same or a lower qualification level will generally not fall within this exemption. If a new Student visa is required, the application will therefore need to be lodged from overseas.

Other exemptions

Student visa holders may also be able to lodge a further application from Australia if they:

  • are applying for a visa to study a PhD;
  • are undertaking primary or secondary school studies;
  • are sponsored by the Department of Foreign Affairs and Trade or the Department of Defence;
  • cannot continue their course because their education provider has defaulted.

The application of these exemptions depends on the individual circumstances and the requirements applying to each category.

What changes for partners and children?

From 2 October 2026, partners and dependent children can only be included in a new Student visa application in specific circumstances.

Exemptions apply where the primary student:

  • is studying a PhD or another doctoral degree;
  • is sponsored by the Department of Foreign Affairs and Trade or the Department of Defence;
  • receives a scholarship fully funded by a foreign government;
  • holds a passport from a Pacific country or an ASEAN member country;
  • falls within certain transitional arrangements for families already in Australia.

Where family members can be included, the primary student and all family members must lodge their applications at the same time and be in the same location.

Partners and children can no longer be added after the Student visa has been granted through a subsequent entrant application. There are no exemptions to this rule.

Transitional arrangements remain in place for certain family members who, on 2 October 2026, already held a related Student visa or had already lodged the relevant application.

What changes for the Student Guardian visa?

The new restrictions also apply to the Student Guardian visa (subclass 590).

However, existing Student Guardian visa holders can continue to lodge an application for a further Student Guardian visa from Australia, provided they meet all other requirements. ys and attract skills that contribute to the Australian economy.

17 September 2026: New visa rules for Australia — what changes for students and Working Holiday Makers

On 17 September 2026, the Australian Government announced a new set of measures designed to make the migration system more controlled and better targeted. The changes mainly affect Student Visas, Graduate Visas, Visitor Visas and Working Holiday Maker visas.

Here is what we know so far, explained simply 👇

  • limit visa hopping — repeatedly moving between visas or courses for the sole purpose of extending a stay in Australia;
  • restrict the ability to include family members in most new Student Visa and Graduate Visa applications;
  • introduce a ballot system for second and third Working Holiday Maker visas;
  • apply a No Further Stay condition to new Visitor Visas;
  • prioritise skilled workers in the sectors where Australia needs them most.

    The stated goal is to reduce Net Overseas Migration to 245,000 people in the current financial year and 225,000 in 2027–28.

*According to the latest Australian Bureau of Statistics data, Net Overseas Migration fell to 292,100 people in the 12 months to March 2026. The Government notes that this is 47% below the post-COVID peak recorded in 2023. The strategy is therefore not a blanket halt to migration, but a series of targeted measures for different visa categories.

🎓 What is changing for Student Visas and Graduate Visas?

Family members included in a visa: For most new Student Visa and Graduate Visa applications, it will no longer be possible to include partners and children as secondary applicants. Some exceptions are expected, including PhD students, applicants from Pacific and ASEAN countries, and other courses or circumstances that will be clarified in the final rules.

The Minister separately confirmed that families who are already in Australia and already linked to the same visa will not be separated. We are waiting for further official details to understand exactly which courses and new applications will be affected.

An end to visa hopping: After completing a course, students will still be able to continue their studies by moving to a higher qualification level, such as progressing from a Bachelor’s degree to a Master’s degree. However, repeatedly moving to lower-level qualifications or enrolling in courses without genuine academic progression will no longer be allowed. Standard visa extensions required because of exceptional circumstances will remain available, while transferring to another course at the same level will require a new visa application.

👉 Go Study’s advice: choose a study pathway that is consistent with your academic and professional goals. Clear planning will become even more important.

🎒 What is changing for Working Holiday Maker visas?

A ballot system with a limited number of places will be introduced for access to a second and third year.

  • Second year: a maximum of 45,000 places. Around 57,000 people met the eligibility requirements last year.
  • Third year: a maximum of 5,000 places, compared with approximately 31,000 people who met the requirements last year.

The regional work requirements will not change: applicants will still need to complete 88 days of specified work to apply for a second year and six months to apply for a third year.

However, completing the regional work will no longer automatically guarantee access to the following year. Instead, it will make you eligible to enter the ballot.

The official speech identified an exception for the United Kingdom because of its free trade agreement with Australia. No exemption has currently been announced for Italian citizens, but we are waiting for the final operational rules.

The Government has also stated that it wants to bring processing times for Working Holiday applications involving the regional work requirement back to around three months. Always wait until your visa has been granted before booking flights or making firm commitments.

✈️ Changes affecting Visitor Visas

New Visitor Visas will carry a No Further Stay condition. In practice, people who enter Australia as visitors will not normally be able to use that visa as a pathway to apply for another visa while remaining in the country.

The measure will apply to visas issued in the future and will not affect people who are already in Australia on an existing Visitor Visa. Protection visa applications will remain exempt from the restriction.

🛠️ Greater priority for the skills Australia needs

The Government wants to speed up skilled visa processing in sectors considered a priority, including:

  • healthcare;
  • construction;
  • education;
  • defence and law enforcement;
  • resources;
  • agriculture, aquaculture and fishing.

The aim is not to close the door on migration, but to support genuine pathways and attract skills that contribute to the Australian economy.

⏳ When will the new rules take effect?

The Government announced the measures on 17 September 2026, but it has not yet provided a single commencement date or published all implementation details. For now:

  • do not change your plans based only on media headlines;
  • always check official information;
  • plan your study pathway in advance;
  • if you want to obtain a second or third Working Holiday Maker visa, continue to meet the requirements currently in force.

We will update this page as soon as the Department of Home Affairs publishes the final instructions.

Are you planning your journey to Australia? Don’t panic: Australia continues to welcome international students and travellers. However, choosing a genuine, consistent and well-planned study pathway will become even more important.

Go Study can help you compare schools and courses, organise your enrolment and find the pathway that best suits your goals — free of charge.

23 Dec 2024: New visa processing rules (MD111) made simple

Dreaming of studying in Australia? There’s a new way Student Visas are processed. Let’s break it down simply.

 📌 What’s new with Student Visas?

Australia has a new rule called Ministerial Direction 111 (MD111) for processing Student Visas. Here’s how it works:

  • Faster visa processing if your school has less than 80% of its spots filled 🚀
  • Slower processing if your school is already 80% full ⏳

This system helps make sure that all schools get a fair number of students without overcrowding.

What does this mean for you?

Apply early and carefully choose your school to get your visa processed faster!

Does this affect you?

  • Already in Australia? No changes for you. Renewing or starting a new course? You’re not impacted ❌
  • Applying from overseas? MD111 affects how fast your visa is processed ✅
  • English courses, TAFE, and high schools? Good news! MD111 doesn’t apply to these programs ❌

What should you do?

Schools fill up fast. If your school reaches 80% capacity:

  • Visa processing slows down.
  • You might wait longer to start your studies.

🎯 So you should:

  • Apply early: Don’t wait—schools fill quickly 🏃‍♂️
  • Check school capacity: Pick a school that isn’t close to 80% full (check with us)

Not sure how full your school is?

No problem! At Go Study Australia, we can:

  • Check your school’s capacity.
  • Help you choose the best option.
  • Guide you through your visa application.
  • 👉 Check for free with us!

🧡 Go Study’s top tip

12 Jun 2024: End of “Visa Hopping”: New Rules for Visitor Visa and TGV Holders Applying for Student Visas

🇦🇺 Australia is tightening its student visa rules to prevent “visa hopping”. Visitor Visa and Temporary Graduate Visa holders will no longer be able to apply for Student Visas onshore.

Starting July 1, 2024:

  • Visitor Visa Holders: Can no longer switch to a Student Visa while in Australia.
  • Temporary Graduate Visa Holders: Can no longer switch to a Student Visa while in Australia.

This change aims to prevent “visa hopping,” where people move between visas without genuine intent to study.

🔄 Why These Changes?

Home Affairs Minister Clare O’Neil announced these changes aim to ensure Australia has a migration system that delivers the skills needed and closes loopholes in international education. The goal is to improve the quality and integrity of education in Australia and keep track of migration.

📌 Planning to study in Australia? Here’s what you need to know:

  • Plan Your Study Path in Advance:
    You can no longer make a last-minute decision to study if you are in Australia on a Visitor or Temporary Graduate Visa.
  • Visiting Campuses:
    Previously, you could use your Visitor Visa to visit colleges and explore study options. Now, you need to leave Australia to apply for a Student Visa. This will make the process more time-consuming and expensive.
  • Studying on a Visitor Visa:
    You might still be able to study on a Visitor Visa for a short period, but this may not be the best option if you plan to stay longer in Australia.
  • Impact on Current Students:
    If you’re already in Australia on a Visitor or Temporary Graduate Visa and planning to switch to a Student Visa, contact us.

9 May 2024: Changes to Financial Requirements starting May 10

Australia is updating its financial requirements for student visas, effective May 10, 2024.

Here’s what you need to know: Starting May 10, 2024, Australia has increased the funds required for student visas to align with higher living expenses, manage migration effectively and protect the integrity of the international education sector.

🔍 What is the financial capacity requirement?

To obtain an Australian student visa, you must meet a list of requirements. For example, you may need to show that you can cover your travel, course fees and living expenses while you are in Australia. This ensures that you won’t face financial difficulties during your studies and helps you to focus on your education.

🔄 Why the change?

Australia updates its financial requirements regularly, with the latest revision effective from October 1, 2023. These updates aim to

  • Better manage migration
  • Maintain the integrity of the international education sector
  • Align with the increased cost of living and ensure that students are able to cover their expenses during their stay, preventing financial hardship and reducing the need for excessive work.

Overall, the updated visa rules reflect Australia’s commitment to welcoming genuine students who can fully benefit from its world-class education system, while effectively managing skilled migration. The country remains committed to maintaining its reputation as a premier study destination.

⏰ When’s it happening?

From May 10, 2024, new applicants must adhere to the updated financial capacity requirements. Applications submitted before this date will be exempt from the new rules.

💰 New financial requirements

The below financial requirements have been updated.

  • primary applicant = A$29,710 (previously A$24,505)
  • spouse or de facto = A$10,394 (previously A$8,574)
  • dependent child = A$4,449 (previously A$3,670)
  • annual school costs =  A$13,502 (previously A$9,661)
  • annual income with no family member = A$87,856 (previously A$72,465)
  • annual income with family member = A$102,500 (previously A$84,543)

Not sure how this affects you? Get in touch with us! We can help you calculate the exact financial requirements based on your specific situation.

🧡 Also, no worries: Not everyone has to prove this full amount. The best way to find out if this requirement applies to you, or if there are ways to meet it more easily, is to talk to one of our expert advisors.

💡 How to meet the requirement?

Provide evidence of real access to funds, such as bank statements, loan agreements, scholarship letters or income statements. The aim is to confirm that you will be able to support yourself in Australia without hardship or excessive work.

The Australian government recently announced pending changes to the Temporary Graduate Visa Program, part of the 2024-2025 Migration Strategy. These changes aim to strengthen Australia’s migration system by attracting and retaining high-quality international students. The changes are set to take effect on July 1, 2024, pending final government approval.

🎓For international students and graduates, these visa policy adjustments have significant implications on post-study work rights and career pathways in Australia. We break down key adjustments so you can understand exactly what’s changing and how it may affect your plans.

🌟Don’t fret – the TGV program still gives you plenty of time to make the most of your Australian adventure and will allow most applicants to stay in Australia for up to 3 years after completing their studies – read below for more details and exceptions.

📋Key Takeaways

Here’s what’s changing from July 1st, 2024:

  • Graduate Work stream becomes Post-Vocational Education Work stream with a max age of 35 for most.
  • Post-Study Work stream becomes Post-Higher Education Work stream with a max age of 35 for most.
  • Second Post-Study Work Stream becomes Second Post-Higher Education Work Stream.
  • Students studying certain degrees, will no longer be eligible for the 2-year extension on top of the standard stay allowed by the TGV program.
  • Length of stay now varies depending on the achieved degree and nationality.
  • The Replacement stream (Covid-19 related) will disappear entirely.

All changes are pending government approval and might be subject to change. For more details, head to the Government’s official Statement and the Department of Home Affairs website.

📅 When Do Changes Take Effect?

  • Effective date: July 1, 2024, marks the start of the revised temporary graduate visa program.
  • Transition Period: Until June 30, 2024, the current program and post-graduation work arrangements will remain unchanged.

🔍Changes: Explained

Graduate Work Stream Changes
  • Name: From July 1, 2024, it will be called the Post-Vocational Education Work Stream.
  • Age Limit: Most can apply up to the age of 35, but if you’re a Hong Kong or British National Overseas passport holder, you can apply up to the age of 50.
  • Study Requirements: Education requirements remain the same. Stick to associate degree, diploma or trade qualifications that match your area of work on the MLTSS List.
  • Length of Stay: Length of stay also remains unchanged at up to 18 months for most. Hong Kong and British National Overseas passport holders may be eligible for up to 5 years.
Post-Study Work Stream Changes
  • Name: The Post-Study Work stream will be renamed the Post-Higher Education Work stream starting July 1, 2024.
  • Age Limit: The age limit will be reduced from 50 to 35 years old, except for Hong Kong and British National Overseas passport holders who can still apply until age 50.
  • Study Requirements: Education requirements remain the same. Applicants must hold a degree level qualification or higher, such as a bachelor’s, master’s, or doctoral degree.
  • Length of Stay: The length of stay permitted will change as follows:
    • The 2-year extension for “select degrees” will be terminated.
    • For all applicants except Indian nationals:
    • Hong Kong and British National Overseas passport holders may stay up to 5 years
    • For Indian nationals:
      • Bachelor’s: up to 2 years
      • Bachelor’s with first class honours in STEM: up to 3 years
      • Master’s coursework and research: up to 3 years
      • Doctoral degrees: up to 4 years
Second Post-Higher Education Work Changes
  • Name: The Second Post-Study Work stream will be named Second Post-Higher Education Work stream.
  • All other eligibility conditions for this stream will remain unchanged.
Select Degree 2-Year Extension

One of the major changes announced for the Temporary Graduate Visa Program is the termination of the ‘select degrees‘ 2-year extension option.

This means that you can no longer extend your post-graduate visa by an extra 2 years on top of the permitted stay, regardless of your field of study.

Before, graduates in fields such as engineering and education could snag up to 4 years post-study. Now they will have to stay within the standard post-graduate visa lengths. Bachelor’s holders are limited to 2 years after their studies, while Master’s holders get 2-3 years, depending on their program.

So while the bonus years may be over, there’s still plenty of time to make the most of your Australian adventure through the TGV program.

Replacement Stream Terminated

This visa is for current and former Temporary Graduate visa holders affected by COVID-19 travel disruptions. The Australian government has decided to end the Replacement Post-Study Work stream of the Temporary Graduate visa starting July 1, 2024.

The Replacement stream currently allows recent graduates who lost time on their original visa due to COVID-19 travel restrictions to remain in Australia for an additional 12 months after their initial Temporary Graduate visa expires

🚀 What’s in it for you

While things are changing, there’s still plenty of time to make the most of your Australian adventure through the Temporary Graduate Visa Program. Most applicants will be able to stay in Australia for up to 3 years after completing their studies, with exceptions, depending on their chosen program and nationality.

🔍 Dive into the details: The GS requirement aims to identify students genuinely seeking quality education in Australia without future migration intentions. The new GS assessment will include targeted questions covering various aspects of applicants’ circumstances, study choices, and reasons for selecting Australia.

📋 What’s changing? Changes include amendments to the Student visa application form, such as replacing the 300-word statement. Get ready for a new set of questions painting a clear picture of applicants’ backgrounds and intentions. Answers must be written in English. The maximum number of words per question is 150.

  • Current circumstances: Family, community, employment, and economic ties
  • Course choice explanation: Reasons for choosing Australia and the specific education provider
  • Course benefits: Advantages for the applicant after completing the course
  • Study history details for past Australian students
  • Reasons for applying for a Student visa for non-Student visa holders
  • Additional relevant information as desired by the applicant

🗣️ Applicants must support their claims with solid evidence of previous studies, current employment, living arrangements and economic circumstances. The Student Visa Declaration will also be updated to ensure that applicants understand their obligations and the limited availability of post-study migration pathways.

📢 Stay tuned for further updates, including changes to the English language requirements for student visa applicants and temporary graduate visa applicants.

For more details, head to the Government’s official Statement, the Department of Home Affairs website and social media channels!

We understand that the visa application form will change. Applicants won’t be asked to write a 300-word GTE anymore, but answer specific questions related to their circumstances, study choices, and intentions. Moreover, applicants will have to support their statements with relevant proof and documents. It’s essential to proceed with caution when applying for a student visa and ensure all documents are provided in the correct format to avoid any delays or complications in the process. 23 Mar 2024: Australia Student Visa News – English Requirement Changes

🔵 Update: Changes to English Language Requirements for Student Visas and Temporary Graduate Visas in March 2024! 📚

📢 Here’s everything you need to know: The Australian Government is updating English language requirements for Student Visas and Temporary Graduate visas, starting March 23, 2024. When applying for a student visa, applicants are generally not required to provide a language certificate. The responsibility for assessing English proficiency rests with the educational institution, not the immigration authorities. Therefore, this adjustment does not directly affect the visa application process or required documentation at this time.

📝 Stay tuned for more updates through the Department of Home Affairs website and social media channels!

For Student Visas:
  • Student Visa: Minimum IELTS score increases from 5.5 to 6.0 (or equivalent).
  • ELICOS Course: Minimum score increases from IELTS 4.5 to 5.0 (or equivalent) for enrollments up to 20 weeks of ELICOS AND from IELTS 5.0 to 5.5 (or equivalent) for enrollments up to 10 weeks of ELICOS.
  • Recognized university foundation or pathway programs require IELTS 5.5.

We understand that the 0.5-point increase in the IELTS requirement mainly affects applicants from specific countries where an English test score is already necessary. There’s no indication that this change will apply to all nationalities.

  • TGV 485: Minimum IELTS score rises from 6.0 to 6.5 (or equivalent)
  • Test validity window shortens to one year.
  • Exceptions for Hong Kong and BNO passport holders: IELTS 6.0 remains valid.

We understand that the validity of English language tests for Temporary Graduate Visa (TGV) applications has been shortened from three years to one year before applying, and the required score has been raised from 6.0 to 6.5. These adjustments are likely to encourage students to dedicate more time to IELTS preparation before applying for a Temporary Graduate Visa.
